[Build 1307.14] Weapon Allocation Status is not saved

This abnormality can be reproduced by following the procedure below. I won't upload the saved file separately.

1. Pause scenario
2. Manual weapon allocation.
3. Save
4. Load scenario again
5. This leaves the weapons allocated in 2. unallocated.

The above occurs while the scenario is paused. Functions such as Mission / Doctrne & ROE settings are saved normally, but only weapon allocation status is not saved exceptionally.
