Accessing .dat files

Out of curiosity, is there a way to access the .dat files? I'd like to use the factories file to map out production for the two sides so I can use it for planning purposes.

If not, did anyone do this kind of exercise in the past mapping out say fighter, tank, artilery, etc production for either side?
