Soviet 42a AT regiment cannot equipt Zis-AT as TOE

AT Brigade can equip the Zis-AT. However no one 42a AT regiment equipt it. It shold be equipted prior than 45mmAT as TOE discription.

That is just ToE filling logic. 76mm ZiS and 45mm AT guns are in the same unit class (AT gun) and so are 100% interchangeable for the logistics phase AI. And it tends to fill units with elements it has more of, in this case being the 45mm guns.
