Units set to zero max TOE

I have had a few situations where units in reserve has had their max TOE set to zero. I started wondering why they didn't get equipment despite there being plenty in pool. Reasons for this happening? Bug?
Have also seen unit on map having its max TOE lowered despite me not (knowingly) changing it.

All rebuilt units for the German side come with MAX TOE 0. You have to increase it yourself. Similarly for the German side, the MAX TOE of non-elite units in theaters is automatically reduced when there is not enough people in the pool. These changes were introduced in one of the last patches a few months ago in order for the units on the map to receive reinforcements, otherwise it often happens that all reinforcements go into reserve. Similar changes are needed for the Soviet player, but so far this only works for the German player.

Does that apply to equipment as well? I noticed it first with Stug support units in the reserves that never got any vehicles despite a lot of them in the pool. Seems tedious to have to check every unit for their max TOE to make sure.

Use CR to test and set MAX TOE!

I really should use the CR more...
I still wonder why, despite having some 350.000 men in pool and still there is a limit to TOE.
Also, how come some units can have a TOE that is above their MAX?

Going over TOE can happen when units change their TOE. That can leave them with extra elements. These generally go back to the pool over time. I think if a unit is in the reserve and set to refit it automatically adjusts down to the current TOE, but I'm not 100% sure of that. I know refit in the reserve has a few special qualities.

IIRC, we decided that rebuilding destroyed units would be set to Max TOE 0 in order to give players the opportunity not to fill them up. If they arrived in the reserve with a higher Max TOE, they would be likely to suck up replacements before the player could decide whether to rebuild the unit.
