Order of Battle screen question

Where it displays the forces it show, for examples, for the Soviet's on map ground forces "2,728,784 (1,155,536)"

What does the number in parenthesis represent?
PO2 US Navy (1980-1986);
USS Midway CV-41 (1981-1984)
Whidbey Island, WA (1984-1986)
Naval Reserve (1986-1992)

P. 407 of the manual.
...in the format xxx (xxx), where the first number
is the total number and the second number in parentheses
is the number that are ready (undamaged).
