I had the same problem. Latest version of Windows 10 and after latest patch no-go. But after following all the instructions here all is now well.

am a fan of the smaller scale operational games. So 2km or 4km per hex would be my preference.

Thanks.. you are of course correct at the bottom of the TEC for each terrain type it does state whether Shock applies or not. Together with overrun.
