Hi all, got the DLC, played a game and had Boskara as immediate neighbors. They got freakin' 36% to over 50% growth rate on their planets. Heck I am just bombarding one of their planets and its still growing by 33%. Are these numbers off, or plausible? I am slightly puzzled, and can't remember this...

Just a quick note that there are basic construction resources constantly being consumed at colonies based on population. For sure Steel is one of them. So even if your empire is not building or retrofitting anything there will be consumption.

Larger Construction ships could also be made to have more resource capacity and hence be able to build the larger stations, this could be another method of regulating an empire's advancement. There are fewer stations/orbital-ships' roles that can be built by Construction ships than in Distant Worlds...

The Colonize function appears to have a hint of Disbanding but there is no apparent hook to activate it. Close down any assets you do not need, so what little workers can be hired go to the Rad Protection.
