Oh... You just select said planet, goes into "Facilities" part (or buildings) and there You click on Hidden Pirate Base. Normaly You can scrap Your own buildings, but with pirate bases - You get attack option.

Also, tell us how high are taxes, and how many planets are taxed at all - it might be good idea to tax Your most populated planets even up to 35% (if they are maxed) or higher (if morale does allow it).

Yes. They pay goverment for this. To be precize, they pay for resources which happen to be always property of goverment in this game.
