The Confederate Generals are much better than their Union opposite numbers and by a big amount early on. I am a little confused by your phrase " defence units". Do you mean the forts ? If so forts tech 1 and 2 do indeed improve their survivability and their damage oitput.

If you mean the Brigade strength units you get for free in Texas these can be moved if desired.

There was no possibility of the South being able to construct such a rail line once at war.

Thats because there wasn't one built in 1861 connecting Jacksonville to Richmond.

Rail in the south was very undeveloped generally.
