The "Interior" council is where you hire talent and people.. your direct staff
The "Staff" council consists pretty much exclusively of military tactics
It would help people like me to always remember which is which is Staff was renamed to Military Staff or something else to denote.. it's about about hiring [Cabinet] Staff
