Partisans should be placed to:

(snip)

If you are using Option 30: Factory Destruction & Construction destroy factorys.

Perhaps this should be in the rules thread (and perhaps it has been covered already), but

13.1 states that if a partisan in a hex:
"stored oil (AfA option 31), oil resources (option 14), and blue factories (option 30) may be destroyed."

but in 22.2 (Option 30) it says:
"You may also destroy a blue factory if an enemy land unit (other than a PART) occupies a hex in the country."

Which is correct? We have ruled that partisans cannot destroy factories, since partisans are good enough (too good?) as it is.

13.1 is correct. RAC has this correction to 22.2. One of the points that Harry made here is "why would you want to destroy a blue factory in your own country?"

This is in the list of questins to Harry :

*******************************
Q103> Since a PART is a land unit and is always in supply, may it destroy any oil or blue factory it is on?

Answer> The oil (or factory) may be destroyed immediately by the PART or anytime later while still controlled by them. As the hex is not controlled by the PART, it may not move or be used by allies of the PART. Date 07/01/1997.
What benefit is there in a part destroying its own blue factory? Date 23/12/2007

Rule quote>
13.1: ï stored oil (AfA option 31), oil resources (option 14), and blue factories (option 30) may be destroyed.
22.2: You may also destroy a blue factory if an enemy land unit occupies a hex in the country. To destroy a blue factory, one of your land units must be in supply in that hex during the victory check step (...).

I believe that the "(other than a PART)" piece is out of RAW4aug04.

Edit : It disappeared between RAW7m and RAW7aug04.
Last printed version is RAW7a, that's why you quoted it like that I suppose. You should use the online RAW (RAW7aug04) when possible. There are a couple of differences.

22.2 Factory destruction & construction (option 30)

Destruction

Blue and red factories can be destroyed by strategic bombardment (see 11.7). If there is a choice, destroy blue factories first.

You may also destroy a blue factory if an enemy land unit (other than a PART) occupies a hex in the country. To destroy a blue factory, one of your land units must be in supply in that hex during the victory check step (see 13.8). Each land unit can only destroy 1 factory stack a turn. If the hex has 2 blue factories, you may only destroy both in the same turn if you have 2 land units there.
