I keep getting these messages, but it isn't clear what the effect is other than that I could refuse the combat without penalty. Should I be deploying right next to the enemy like in the Japanese surprise attack scenario? If so, it isn't happening.

It means they cannot refuse if you choose to give battle. :D

Also do not rely on the premise that it's YOUR intelligence coup. Occasionally you will get ambushed, not the enemy...

The biggest tactical surprise here is that the term "due to" is used correctly. Mirabula dictu.
