Standard ELO rules are:

1. No diplo on Majors.
2. No diplo on Bulgaria
3. No DOW USSR until 1941.

Players may agree any additional rules between themselves. I typically add:

- No exp farm
- No Italian Naval out of Med before DoW
- No DoW on Japan until PH

I think PH means Pearl Harbor. Don't know what experience farming means. Do you want me to be Axis or Allies?

I would agree with the rules above, but unless you and I are super pros, I don't see such exploitation of game mechanics as likely anyway.

(exp farm should mean executing attacks that have no benefit (ideally also no damage of their own) but gain experience.
Typically I know that attacking weak ground troops with fighters, even if the score is 0:0, gives the unit experience)
