Transcaucasus TB

My game against tyronec has reached T75. We used a +5 Moral for Germany and the Soviet Union and we are playing with closed TB. Currently i got the message "Garrison Shortage in Transcaucasus".

Transcaucasus TB (TB Box)

Currently the TB Box is filled with 89% of the necessary ground troops. In the case of a closed TB Box is it WAD that there are not enough troops in this TB?

anything below 100% may trigger this (Ground and Air). So always keep an eye on the current vs required strength. Some events also raise the requirements over time.
