Modding Commanders

Certain semi-important Union commanders don't seem to appear very often (Slocum, Sykes, and Doubleday come to mind immediately; though I also have never seen Stoneman). If I'm reading the commanders file correctly, they seem to have only a 9% chance of appearance.

How would I go about increasing that chance? Simply changing the value in the data folder's commanders file? Or do I need to change the scenario's commander file?

Will that affect only new games started or will all save games be affected as well?

Is there an easier way to look at the commanders file other than a text editor? It's pretty hard to read and it looks as though it should be in column format.

To look at these files, use Excel or a similar program, but be sure to save changes in such a way that you maintain the "tab delimited" structure.

Any changes will only affect a new game.

To increase the chance, just raise that number from 9%. Generals with a 100% chance of being in the game are set to 200%, the "25-percenters" are 50%, etc. (This is so that the normal setting is X%, "more generals" is 2X%, and "fewer generals" is .5X%. So 200%=2X where X=100%.)

I just realized that I forgot to answer this. You would need to make any changes in each commander file you play with.
