How to read "To Reorg Units" ?

On the production planning form, there is a line To Reorg Units. How exactly are the values given to be read? I thought, I had it figured out before, at least for Germany and Soviet Union, but now I see, the numbers just don't match for Japan. Can somebody explain to me, what the numbers are meant to show exactly and how this information can be used in the best way for deciding how many oil to save?
Even the tooltip help does not explain, why the real oil cost for all units to reorganise does not match properly with either number.

The first number means minimum amount of oil to reorg all (disorg units and units that must return to ports).

Second means amount of oil needed to reorg all, if every unit in seas returns to ports.

So mostly with Japan, Italy, CW and US it depends on how many ships returns to base.
If your attack is going really well, it's an ambush.
