Infinite naval moves.

In a game I'm playing, Japan has picked a combined action. They moved one stack, and four SUBs out of Kwajalien. After that, they still had two naval moves available. Curious, I tried moving some other ships. The number of naval moves stayed at two.

Has anyone seen this behavior before?
I thought I knew how to play this game....

No. I've never seen that except when I picked a naval action.

I think I've had that happen a couple of times. No issue after reloading though.
