Officer deck cards ??

What is the deal with these? Nothing in the manual. When you click on an HQ officer the profile/ pic there are two cards but I have not been able to play any. It is odd to have a feature in a game, or not to have what is in the game. Like the designer put it in but not playable and no info.

Edit: I was looking in DCCB manual. I found the info in DCBWP
