Why is torpedo attack allowed on ships that never carried torpedos?

If I am not mistaken, I would guess that in this case it would not be the battleships having the torpedoes, but other ships in the squadron as battleships units also represent their accompanying escorts.

BB with torpedo specialty is less powerful than before. You can also do the same on CV.
