Mission Overview: Break a PRC blockade around the island of Taiwan.

This scenario is designed to played with “Unlimited Base Magazines” off. “Detailed Gun Fire-Control”, “Aircraft Damage”, “Effects of Terrian Type” (non-advanced), and “Weather affects ship speed” should all be on.

Feel free to delete any Coalition missions and unlocked Reference Points (RPs). Any locked RPs should be left alone.
There are currently no satellites in the scen due to performance hit, but this may change in the future.

In the chaotic aftermath of the 2028 US elections, and after years of steadily increasing the pressure on its “rogue province”, the PRC declared a full naval and air blockade of Taiwan. There were several skirmishes between Republic of China (ROC) and PRC aircraft in the initial phase of the blockade; unfortunately for Taiwan, its latest F-16Vs were outmatched by J-20Bs, which to the PLAAF being victorious in most engagements. The outgoing US president, who lost in November 2028, had been accused of being too soft on China, and withholding aid from Taiwan. However, they did quietly continue the US military to build up dispersed bases in the second island chain. The Chinese also believed the losing POTUS was less of a threat than the challenger, which had led to PRC cyber units effectively campaigning for the incumbent. The US intelligence community found proof in the midst of the elections of Chinese malware in voting machines, and also found that damaging emails that had been leaked came from People's Liberation Army Strategic Support Force (PLASSF) hackers. It wasn’t enough to sway the result of the election, but did lead to increased division and unrest in some American cities, at least until proof was provided of the PRC’s interference.

Due to the paralysis in Washington, and the reluctance of other nations to militarily confront China without US support, the blockade held throughout December 2028 and well into January 2029. The economic shockwaves were felt globally, and many countries began to fall into recession. While the US and some other nations had tried to create their own advanced computer chip industries, TSMC was still the global leader. The prices of consumer electronics skyrocketed, and governments were forced to ration the most sophisticated chips. However, the PRC was also suffering economic damage, and the Chinese Politburo was putting pressure on its armed forces to muster its invasion forces quickly.
The circumstances changed when the new US president was sworn-in, who vowed to remove the blockade, diplomatically if possible, but by military force if not.

The US military and the other Five Eyes nations had steadily increased their co-operation in the Pacific region due to the threat of the Chinese Dragon. Originally, many had thought that the PRC would make a move against Taiwan in 2027, but the death of Xi Jinping in 2026 changed that. The new General Secretary of the Chinese Communist Party was much younger, and was content to delay the invasion several more years, following the advice of much of the People's Liberation Army’s (PLA) command structure.

Western intelligence communities, especially the Five Eyes (FVEY), had increasingly began to utilise artificial intelligence (AI) to predict when the PRC would attack its neighbour. Almost all sources, AI and human, came to the conclusion that a Chinese attack was almost certain to take place before 2030, and that it was highly likely to happen during, or shortly after the 2028 US elections. Because of this, Coalition military leaders had subtly adjusted many of their readiness and training cycles to meet the late 2028/early 2029 timeframe; sometimes this was done with domestic political support, at other times it was done more covertly.

The US began to reduce its presence in Okinawa due to its proximity to the Chinese mainland; the PRC had thousands of missiles that could be used against the bases there. Instead, it hardened its bases on Guam, and also prepared numerous smaller airports/airstrips for dispersed operations in the Philippines, and throughout the second island chain. Both the US Navy and USAF invested heavily in unmanned systems, while also strengthening their logistics trains across the Pacific. There were shockwaves throughout the US Navy when CVN-75, USS Harry Truman, was withdrawn for service early to pay for a class of escort carriers. These carriers were to be equipped almost exclusively with unmanned aircraft, and were built off of the hulls of the FFG-62 class to cheap costs down. In a through back to Second World War escort carriers, the UXV carriers were to be the Casablanca class.

Only days after entering office, the new POTUS announced the beginning of Operation SKYMASTER - an ambitious plan to use Coalition cargo aircraft and ships to transport vital supplies to Taiwan. They were to be under heavy military escort as it was expected that the Chinese would respond savagely. By this stage, the USAF had deployed numerous fifth and fourth generation fighters, supported by new E-7As and as many KC-46As as it could spare. The USN had originally despatched three Carrier Strike Groups to help with the operation, but the Carl Vinson CSG was diverted to the southern Sea of Okhotsk at the request of Japan and Republic of Korea (this situation will be covered in 2029.2 – Triple Threat). As well as the Ford and Reagan CSGs, the USS America Amphibious Readiness Group (ARG) was deployed with two squadrons of USMC F-35Bs, in addition to a new UXV escort carrier, the USS Casablanca. In order to boost Taiwan’s defences against invasion, the US had agreed to ferry the F-35B aircraft to the partly underground airfield, Chiashan AFB near Hualien City.

SITUATION:
PRC forces have established an air and naval blockade of the ROC, and its island territories. Coalition forces will attempt to break the blockade to provide aid to the people of Taiwan. The Chinese have threatened to destroy any aircraft, ship, and submarine that crosses into the Blockade Zone.

MISSION:
Utilise C-5M Galaxy and C-17A Globemaster transport aircraft, as well as LHA, LPD, LSD, LCC, and T-AK ships, to deliver aid to Hualien City. Provide escorts to the aforementioned assets to discourage Chinese hostile acts, and to ensure safe passage.

SKYMASTER PRIMARY OBJECTIVES:
1 – Deliver aid via air transports to Chiashan AFB / Hualien Airport on the eastern coast of Taiwan.
2 – Deliver aid via sea transports to the Port of Hualien LZ on the eastern coast of Taiwan.
3 – Deliver X2 USMC F-35B squadrons, VMFA-112 and VMFA-121, to Chiashan AFB / Hualien Airport.
4 – Do not fire upon PRC forces first, unless in self-defence.
5 – Conserve Coalition forces for potential follow-on operations.

SKYMASTER ROE:
• Coalition forces are NOT to commence hostilities with the PRC without clear provocation; Coalition transports should also refrain from penetrating the Blockade Zone without escorting forces. (Victory Points will not be awarded for any PRC units destroyed prior to the onset of hostilities).
• WEAPONS HOLD is current in effect in all domains. Weapons release will be authorised should PRC hostile actions be detected, or should the PRC directly threaten to open imminent hostilities against Coalition forces.
• PLAN Carrier Strike Groups (CSGs) are not to be engaged unless they fire on Coalition units, and No Nav Zones (NNZs) are in effect around the CSGs at this time; these will be rescinded should hostilities commence. Coalition submarines are cleared to enter the NNZs to obtain Positive Identification of the CVs.
• Any attacks on PRC assets to the west of Taiwan, and on the Chinese mainland, are not allowed under any circumstances; those NNZs are fixed.

NEUTRAL FORCES AND CIVILIANS:
Due to standing NOTAMs and NMs, no civilian or third-party military aircraft should be in the AO.

J2 (INTELLIGENCE) HIGHLIGHTS:
• The PLAN has all of their aircraft carriers at sea, three (3) CVs, and one (1) CVN. However, it is predicted that only the Type 002 and Type 003 CVAs will enter Op SKYMASTER’s operating area. The Type 004 CVN has established a barrier between Okinawa and north-eastern Taiwan, while the Type 001 CV is being held in reserve to the east of Hong Kong.
• Due to aggressive posturing and military exercises in the Sea of Japan by elements of the Chinese Northern Fleet, the Russian Pacific Fleet, and North Korea, the vast majority of Japan Self-Defense Forces’ assets are currently not available at this stage.
• PLASSF and Ministry of State Security (MSS) cyber warfare teams have increased their operations against Coalition bases in the western Pacific in recent weeks. Coalition cyber teams are attempting to patch vulnerabilities, but the PRC has demonstrated its abilities to interrupt power supplies to military facilities by targeting civilian infrastructure, including powerplants.
• The PLA Rocket Force (PLARF) has numerous batteries of ballistic missiles on alert but it is unclear exactly which units will be deployed against Coalition forces in this operation. It has been confirmed that DF-26 and DF-27 ASBM batteries are on high readiness.
• Due to heavy losses sustained in recent aerial skirmishes between the ROCAF and PLAAF/PLANAF units, Taiwan’s F-16Vs and other fighters will not be available at this stage. There is a Patriot missile battery, located next to Chiashan AFB, that is available for defensive taskings.
• So far, the PRC has not conducted military strikes on the island of Taiwan as the Chinese Premier believes the blockade will force the ROC into “peaceful” re-unification. However, as part of their escalation, China has begun conducting daily artillery bombardments of all of the ROC-controlled islands along the eastern coast of the Chinese mainland. At this stage, it is classed as unlikely that the PRC will strike Taiwan directly during this stage of Operation SKYMASTER, but it cannot be completely ruled out.
• The following Coalition vessels have access to Direct Energy Weapons (DEWs); HELIOS laser equipped ships: USS Dewey, USS Lyndon B Johnson and USS Little Rock. High-Power Microwave (HPM) weapon equipped ships: USS Casablanca and USS James D Watkins. The scientists at DARPA and across the other Coalition technology divisions are very much looking forward to reading the after-action reports as these systems have never been tested in such a high-threat environment before.

J4 (LOGISTICS) HIGHLIGHTS:
• Due to the aforementioned cyber-attacks, operations at Coalition airbases have been disrupted, and therefore some land-based aircraft are not ready for immediate launch.
• Coalition CVNs and major airbases have large amounts of most munitions available, although weapons like the HAWC AShMs are in short supply.

This scenario has great content, but I think it needs to be longer - there's too much to do in too little time.

Maybe I'd rush in a single C-17 on the deck to see if I can. But there's no way I'm going to risk several squadrons, let alone an entire ARG, in a mad dash to the port after the PRC has started shooting in a target-rich environment. It's just not going to happen.

I can't shoot first, I can't move fast enough to avoid SSKs and fighters, and I can't use my airborne ASW assets because there's several regiments of enemy stealth fighters waiting to pounce. So my only option is to move slow, and 16 hours isn't enough time to make the harbor at 10 knots, let alone 5.

I did a full playthrough. It was a very enjoyable scenario with lots of tense action, so thanks!

I concur with the above comment; it's not actually possible for the supply ships to reach the port, as they would have to travel at 39 kts (not possible) for the entire 16 hours in order to arrive.

The ROE were a little strange. Apparently, in order to be allowed to attack PRC directly, one of the cargo aircraft had to be shot down first. I suppose the intent was that the player sent in a few C-17s at the start of the scenario? I didn't do that, seeing as it was obvious that would be a suicide mission (IRL I doubt any pilot would be willing to fly a massive unsurvivable cargo plane through the hordes of J-20s and ship-based SAMs...) So instead, I spent the first half of the scenario shooting down aircraft without being able to attack the CSGs or anything else. I would either a) make it clear in the briefing that cargo aircraft should be sent in immediately in order for the plot to work out, or (preferably) b) add additional conditions that would trigger a start of hostilities, such as a certain threshold of fighter aircraft being shot down.

At a later point the southern Chinese CSG did decide to park right outside of the NNZ and sit there at 0 kts for some reason, so I was able to sink it before the start of hostilities. I'm guessing that's a bug.

Some of the Chinese aircraft had unnecessary emissions set; e.g. the H-6 bombers and the tankers all had their radar on. This made it very easy to detect them early and shoot them down before they could launch their weapons. I would suggest turning off active radar for assets that don't strictly need them.

The two Patriot batteries near Taiwan were fun to shoot down random aircraft with. I was expecting a more substantive attempt by the PLAAF to destroy them than sending in a couple JH-7 with ~4 ARMs that were easily shot down.

I finished the scenario with a score of 46,780, well over 4 times the threshold for a Triumph. Perhaps the scoring should be harsher? (In particular, maybe losing an aircraft should take away 3-4x more points than you would gain for shooting down an enemy aircraft.)

I very much appreciate your replies and suggestions so thank you for that. A few of the issues picked up I was 50/50 on, so this helps me to change a few things.
Some of the inspiration for this scenario comes from a book I've read recently, and that unfortunately is probably where the issues are coming from.

Without wanting to have too many spoilers, did your CVNs come under heavy attack towards the end of the scenario? I'm curious if that part is working correctly.

There was a flurry of ASBMs toward the end, yes. I shot most of them down with SM-3 (and SM-6 for the stragglers). One almost hit the Ford carrier but it was spoofed by a decoy, IIRC.

There were also lots of H-6 incoming, but I was able to shoot down most of them before they fired their weapons.

I've tried running this huge scen a few times and provided you with some of my questions and suggestions:

(Running in v1328.15)
1. In terms of WRA, I don't know why my AMRAAM and ATM didn't fire properly. When my aircraft marked the PLAAF aircraft as H, I looked at my WRA showed the missile is Green (A/A TIGHT not HOLD), they just sat and waited to be pounded by the PL-15/21 (Also for the SAMs). Every step of my battle for air supremacy has been followed by countless tears of blood. Is this a bug that only I encounter?

2. The NEZ mode simply couldn't take advantage of the LRAAM capabilities on either side, so I changed the range of the PL-15 and AIM-260 to 50nm. Nevertheless, JATM faces the WRA problems described above.

3. I wonder what is the meaning of ASuW PTRL aircraft in the airspace around Taiwan? Is it a simulation of an aircraft that is conducting strikes against Taiwan's military? Why did they come out into the Philippine Sea to engage my AAW aircraft and get shot down with ease?

4. Perhaps a few Y-9G (replace outdated Y-8G) and Y-9DZ [GX-12] SIGINT can be added? More advanced land based large EW ACs.

5. According to the latest OSINT photos, the CV-16 STOBAR can carry the J-35 and J-15B, two carrier-based aircraft that were once thought to be exclusively for the CV-18 Fujian CATOBAR. Perhaps they could be used to replace the outdated J-15/S of the CV-17. In addition, the J-15S appeared to be only a trainer aircraft, and it never appeared in the CV-16/17 wing. At the same time, the proportion of J-35 in the carrier air wing can be appropriately increased

Why is a weapon that made its public debut in 2022 (according to PLA tradition, only weapons that have been mass-equipped will be publicly displayed at air shows) not in wide use in 2029? It's weird (I also found an H-6s in Strait of bloods 2029.4 with 6x YJ-83K loadout).

7. For me, the CV-17 and CV-18 battle groups are unrealistic and outdated. Various public photos show that the 053H3 and 056A series have never appeared in the PLAN CVBG. In addition, the most recent PLAN CVBG (showed by JSDF images) has nearly 10 combat ships (no less than 2x 0555, 4x 052D/L and other 052C/054A). It is important to know that the PLAN is and will be the main part of the large and medium surface combat ships are close to (and in a few years more than) a hundred 055,052D/L, 054A/B.

Thanks for the feedback. Between CMO bugs, most of which I believe are now fixed thankfully, and the fact that some classic games (Star Wars Battlefront and Command & Conquer) were re-released, I've got a bit distracted in the middle of updating this scen.

I'm currently play testing 0.27 which should address most of the issues.

1 - There was a prosecution zone bug present in 1328.15 which now appears to have been fixed in .17. Hopefully this will solve this issue, but IMO, I do still think there's a problem with weapons engagement somewhere under the bonnet, but more for anti-surface/air-to-ground engagements.

2 - Most of the AI side are set to NEZ, but there are some exceptions, such as a PRC CAP with 60% range WRA, and PL-21s against certain targets too. Obviously, as the player, you can edit the Coalition side as one wishes.

3 - There are ASuW aircraft armed with ASMs and ARMs that are patrolling east of Taiwan ready to engage Coalition ships if/when they get too close. They may also choose to engage Coalition aircraft under their ROE.

4 - Done in 0.27.

5 - I've added x8 FC-31/J-31s to the Type 002 in 0.27 and increased the Type 003 airwing's count up to x14 5th Gens. I've also given more J-31s to the PLAAF. There will be plenty more of these on the Type 004 CVN in a future scen.
Regarding the J-15S twin-seater, I'm yet to see any sources that definitively class it as a trainer, so I'm content to leave them as combat options, like how the USN use the F/A-18F. It's also worth noting that the PRC know that they'll likely need every aircraft they can get on deck to both project power, and defend their carriers.

6 - I've changed the H-6K loadouts to about a 50/50 mix of YJ-12s and YJ-21s.

7 - I've added another Type 052D/DL DDG to both PRC CSG as I have been finding the US ASMs overwhelm the CSGs more easily than I'd expected. I certainly understand that the PRC are untaking a large ship-building programme, but as the invasion fleet needed to take Taiwan would possibly have to rival the WW2 Allied Normandy and Okinawa fleets combined, it's fair to state that the PLAN is still going to be stretched. In this scenario pack, the PLAN has to provide escorts for x4 CSGs, maintain a blockade around the ROC, have enough escorts to provide support to LHAs and other invasion forces, use parts of their Northern Fleet to support the Russians in the Sea of Japan, and parts of their Southern Fleet to keep SLOC open in the South China Sea.

8 - Done, replaced with DF-27s.

9 - In one play-through, the PRC did actually destroy the the forces on the island with DF-100s, but didn't in subsequent tests. As well as correcting a trigger that stopped a SEAD attack, I've also provided the PRC with land-based cruise missiles for use against the Yonaguni Island.

Other changes:
The scenario has been lengthened to 28 hours, and the US ARG Supply Convoy has been moved closer to Taiwan. I've therefore marginally increased the number of PRC air assets, but also mostly spread them out into distinctive waves that will launch when escalation thresholds are crossed. I also plan to reduced Patriot missile re-loads on Taiwan.

Gave it a quick try:

1. Possibly due to the scen database upgrade, all surface ships (both USN and PLAN) are unable to properly fire SAM intercept munitions (WRA Green).

2. My air assets in the Philippine Sea will automatically choose to land at an airport in Taiwan when they run out of fuel, causing a lot of unnecessary trouble.

3. I noticed that the USS America carried 40 fixed-wing and rotorcraft, and I had some doubts about it, I thought it needs further scrutiny and confirmation. The LHA-7 Tripoli demonstrated an impressive capacity to carry 20 F-35Bs, but such a deployment took up almost the entire flight deck, rendering it completely inoperable. If we assume that it is possible to operate 20 F-35Bs, then there sure be very little room for rotorcraft, especially tiltrotors like the Osprey and V-247.

4. I've been curious since version 0.26: is this a fanciful fantasy that is bigger than the actual simulation? in the case of CG(X), which appears in it, should I interpret it as DDG(X) 10 years in advance (I think it's reasonable to call it "10 years in advance" given the recent series of ship delivery delays in the USN)? Or was there a world line where the project was implemented without cuts?

I was overwhelmed by my opponent's distributed mosaic operations and AShBM/AShHGV Strike.
