Doesn't show any CSA in the report. Might be the Yanks are attacking a port. Looks like the same situation I had.

I always have approx. 50% more than the stated load value of the unit. However, even that does not always work because sometimes the ships leave port with only 33% of their capacity filled.[:@]

The rebs still hold Norfolk, Petersburg and Lynchburg as well as Richmond (James River)in that shot.
