P51B riddle

its July 1944. I have 500+ P51B groups in the pool and no P51B groups to use them. I am still cycling through all my P38 and P47 groups but according to the tracker, no groups can convert to P51Bs. Later I get three P51D groups. Do I assume this is just a miss in the program that is fixed in AE?

You can downgrade P51Ds, but nothing uses the P51B otherwise.

In AE I believe there are some squadrons that upgrade to the P-51B, but I play with PDU on, so any fighter unit can upgrade to them when there are enough.
