Is this board monitored

I recently upgrade to 6.3.1 and started a PBEM game after a period of hiatus.

It will not recognize the USA.ORD file and always asks to

SHould AI replace player - AI Opponent has not submitted his turn. Click to confirm changing to AI.

What is causing this error?

sounds like you maybe have a bad install, or files missing etc, but to be sure, just uninstall and reinstall and patch to latest version, you won't loose your game or saves etc
