AE versus tenders

I’ve read that repair of ships requires no supply on the tenders. But does an AE have to have supply on board to re-arm a ship?

All tenders need supply to re-arm, no tender needs supply to repair. Instead they use repair points. See Ship Repair 101 Guide here and new manual 14.2.3.2.
