I searched the manual for reference to barrage balloons and could not find any.

I recommend we add a brief note about them. Perhaps the best place to discuss barrage balloons is in 9.2.2 Base Composition immediately following the paragraph that ends with "This level is a number from 0 to 9."

"Barrage balloons were a common tactic to counter low level attacks over major bases. The game models this defense at bases with a combined air field and port size greater than 6, though they are not specifically shown on the Base Information Screen. The number of balloons is typically the fortification level of the base (though it is possible to add balloons as a device to a base or LCU in the editor). The maximum number of balloons over a base is 9. They affect attacking aircraft below 6000' and the number of balloons for combat resolution is multiplied by 4 if the enemy aircraft are multi-engine. The more experienced the pilot, the less likely they are to hit a balloon."
