Sowjet war readiness

Hi, in a MP game my allied opponent is dropped to 0% with UdSSR. This is not so cool, because with 0 MPP the soviets won`t have a chance. What is the best possibility for axis player to raise soviet war readiness, so that my opponent at least will have some % of war readiness.

What has been happening for the USSR's mobilization level to fall that low?

In terms of what the Axis can do to raise it, if they remove their units from within 10 hexes of Warsaw, and/or remove units from the relevant locations in Manchuria, then Soviet mobilization levels will increase.

He supported the finish troops with his west allied, so he fall to 0% (I don`t know which events he took before to make UdSSR so low). He had very bad luck, because Finland changed back to axis already in autumn 1940 after full axis diplomacy. I will see what I can do to make the game more balanced.

I noticed the same.. down to zero.
The Finland invasion was stopped by GB/FR.
USSR has gained zero for several turns.
USSR was always low but not zero.
????

I have been playing AI game.
MMP remained at zero from the stopping off USSR invasion of Finland by FR/GBR until late March 41 turn.
Germany early invaded in April 41.
Then the MMP began to roll again.
Zero MMP never happened before, only after latest update.
advise, plz.

Maybe I am wrong but my supposition (and my opponent thinks the same) is that the fall to 0% came because of Finnland and the annexation of the Baltic states. Aren`t there made changes what that means to the war readiness of UdSSR? So I think both events together can lead with bad luck to 0% war readiness.
