What is the new doctrine setting for "Refuel to tanker threshold"? I can't find any description of it.

The boogabooga doctrine for CMO: Any intentional human intervention needs to be able to completely and reliably over-ride anything that the AI is doing at any time.

I am trying to keep track of the updates in the last 4 to 6 months and there have been many. I can't find any reference to this. Be great to get some info, or maybe it's a future feature?

I think that this is the same as the AAR 'receiver starts looking for tanker..' but at a doctrine level now
