Econ/mil councils research linears when binary techs are exhausted

This suggestion is based on a game that I played a while ago, so I could be misremembering, but I'm pretty sure I'm not, so...

If the Econ or Mil research councils manage to exhaust all binary techs in the tech tree, it would be nice if they could then switch over to researching the linear techs related to their council. I'm assuming this is not currently the case b/c I had a game where all Econ had available to research was Mining Techniques (and since it sounds like that's finally getting moved to Applied, going forward it wouldn't've even had that). This isn't something that'd come into play during most games, but when it does it'd be nice if these councils could behave like the Air Force Council and re-focus on optimizing Econ or Mil linear techs rather than just needing to have their budget slashed and their leader made very angry as a result.
