Remember that you can't attach artillery units directly to on map units.

If I was expecting a difficult attack over a river then yes I agree with your reading of that rule and would be making sure I had plenty of artillery support in the relevant HQ.

I've also found (more from WiTW but I think it applies in WiTE2 as well) that if you attack with a mixed armour/infantry stack the armour will fire at range but not pick up disruptions. I presume this sort of simulates direct fire assisting the assaulting elements but not actually seeing the tanks committed to the immediate assault.

Maybe worth testing in a safe space but its always been a key part of how the Allies can force the major rivers without too heavy losses
