Theatre's 'virtual war' mechanics

A simple question.

In the various 'virtual war' Theatres, does the CVs ratios (actual vs requirement) include factors like terrain (Finland, for ex.), fortifications (Atlantic Wall), supply situation, etc.?

not really.

the variables are combat intensity triggering greater or fewer losses among your forces in that theatre.

if you don't match the required cv you potentially shed VP/AP and see that track of events move more quickly.

the baselines are as historical as feasible so only in that very indirect way does it reflect other variables
