When I have this indication "enemy fleet spotted". For me, a combat mission has been done and equipement has been used.
Effectiveness - Moral, fatigue, and damaged equipment a unit has; the higher the number, the better the unit fights

For me, the effectiveness should not remain at 100%.

There is exactly the same problem with "Pursue Unsuccessful" message.

Means you didn't find the enemy but you have a better idea where they are.

Yes but still you are using planes and fuel. Using planes means flying and maybe planes that need maintenance. Flying with planes means pilots and therefore fatigue. Finally, when I see the message "enemy fleet spotted", I suppose that the crew was close to an engagement therefore probably on battle stations, once again fatigue.

That's why I think effectiveness must be a little impacted in these cases.

Your logic re the effectiveness issue must apply to both sides as your target must have noticed you've seen them and take the necessary precautions to evade you etc
So it should affect both or neither
