Supply Oilers should be standalone units

These supply devices became priority targets for the Allies to prevent extended uboat operations ...... Right now, they operate with impunity .... there should be a means of tracking these suckers down .......

Currently there is a unknown percentage chance that they will be intercepted. I've never seen it happen, but Alvaro says the chance is there.

I agree there should be a higher chance in proximity to enemy fleets or territory.

Yes, it is true there is a possibility.
The only way to intercept these supply oilers is to have an allied submarine within range.

Personally, I would like the fleets that operate as ASW to also be on this roll of the dice.
