Convoys lacking merchant marine

When a country lacks sufficient MM to meet all its convoy requirements, what decides which convoys suffer from this lack?

For example, if the UK is 10% under its MM requirement, are all its convoys reduced by 10%, or are specific ones hurt more than others?

If I remember the code right it is the order of the country ID in the system. So Canada is taken 1st, then Pacific, then Venezuela.

But that's why you have the ability to shut down lanes.

How do you shut down lanes?

Does the game inform the player which convoys are currently suffering from MM lack?

How do you shut down lanes?

To stop convoy you click on the convoy you want to stop.
