Effects of Hunger and Catabolic collapse of a city

I had a situation where a capital city got into some dire straights.

Happiness drops to zero, fear and unrest goess to 100 - bad juju.

anyway - food production craters due to the above and hunger rapidly kicks in and a viscous cycle begins.

Now in this scenario you would expect the population to crater (starve and disperse back to the wilds) which it does.
I think this needs to happen so the pop falls back to a level that can be supplied by the reduced local economy.

However population from your other cities starts to migrate in larger numbers to your collapsing capital - only to starve and disperse and amplify the non-virtuous cycle.

I would have thought that if a city is taking 10% attrition per turn from hunger then you wouldnt exactly have well fed immigrants from your other cities lining up to starve.....

The thing to do disable lots of buildings except the farming one then buy as much food as possible. as migration try to fill all jobs. fire the recruits will resplenish the capital pop by the way and fire troops if needed and it's done.
