At a guess, Lost Province, 2017?? The PRC decide to take Taiwan. Playable by the PRC only. But I could well be wrong. There seems to be a bit of activity around Luzon though...

"Lost Providence" was my first guess as well, but I seem to remember that being more restricted to Taiwan.

Reading the comments on the workshop page it looks like Red Dragon Descends was updated for 2022 and may not be as well balanced as its 2017 predecessor, with US forces getting more favorable upgrades in the update than PRC.

Yes but one is on the CMANO workshop and one is on the CMO workshop. The CMANO one was originally 2017 and was updated to 2022.
