Effect of Formation Proficiency?

The sequel of the legendary wargame with a complete graphics and interface overhaul, major new gameplay and design features such as full naval combat modelling, improved supply handling, numerous increases to scenario parameters to better support large scenarios, and integrated PBEM++.

Effect of Formation Proficiency?

What is the effect of Formation Proficiency? I don't see anything in the manual about the effect of Formation Proficiency, only how to change it.

9.1.10 ...Formation Quality is the average of the
Formation’s Proficiency and average assigned
unit Quality.

It would seem Formation Proficiency is actually the proficiency of the formation's command staff. So actually there have been commanders all along. [;)]
