SEAD PATROL mission goes for "EMISSION", not "SAM/AAA site" themselves. That is, planes assigned to SEAD mission will not automatically attack MANPADS and other AA facilities without emission, even if they are explicitly identified.
Even going back to CMANO, I always found SEAD Missions to only attack radiating targets. I never liked it, but always thought that was just the way it was supposed to work, as I think it was described as such in the manual. If that's not the case, and they should attack any ID'd SAMs - YAY!
I'd love to be able to set up a SEAD missions with my SEAD aircraft using relatively long-range SDBs, JSOWs, AGM-88Es to cover areas where A-10's/Helos or strike aircraft are operating, attacking SAM threats that weren't actively radiating, but could never figure out how to do this short of setting up seperate Strike missions for the SAMs themselves, which meant micromanaging the target list of the mission as the targets were ID'd.
