SAM sec (FN-6 MANPAD) throttle

The creep speed of this unit is 30kt. Quite fast for a soldier carrying a MANPAD.

Does it actually move at that speed?

I think most foot units have creep/cruise/full speeds circa 25kts, but move more like 5kts.

Providing a save will reduce the amount of back and forth required to get a result.

yes it moves at that speed.

I tried various other MANPADS and many move faster than I'd expect at "creep".

I think this was explained before by the devs. Some foot units are given wheeled transport speed because they would most likely be moved around on transports. Keep in mind, ground compat and movement is heavily abstracted. If you are expecting a significant level of detail, you are probably playing the wrong game, at least for now.

Are manpads considered to have intrinsic motor vehicles for greater mobility?

Yeah the assumption is the can be moved about in a truck jeep etc.
