Misplaced Divisions

Something not quite right here, the divisions of the V Corps are place 24/25 hexes away in Finland. They were not out command in the first turn. This is turn 2 of the Leningrad Scenario
slight error should read turn 3. The V Corps come in as re enforcements. Just started game again and whole V Corps turns up in Finland, is this right

The only way to check is to open the reinforcement queue on a new scenario

and check the hexes they enter the game in
