Can I run SLOW bombarment missions?

I'm wondering if it is possible to run bombardment missions where the fleed only moves at cruising speed. This would be preferable in areas where I had little to fear in the way of air attack and I wanted to save fuel. Can I do this by setting my task force to the 'don't retire' setting?
