I mentioned this before, too. Generally, if you are in a sea area where you have a port, this should be a very unlikely event, and especially if it is your build area. This is something that happens to raiding ships in distant lands like the Graf Spee in the South Atlantic in 1940.

A save showing this situation could be helpful. Please upload your save by going to your Save folder Rule the Waves 3/Save, zipping up the correct save folder and posting it here using a file sharing website like WeTransfer, Google Drive or by uploading to the forum directly.

I had one better - recent battle against a French raider trying to slip the blockade, it had gotten back into a French port before the end of the battle, but still came up with the "forced to scuttle on a neutral shore" event.
I ain't complaining about the free cruiser kill, but it does seem rather odd

What you can probably do is a little save file editing to recreate the lost ship. But actually the game shouldn't be doing this.
