I control the seas but can't run the blockade

I've managed as the CSA player to gain control of the seas (no Union vessels within sight and certainly none within two hexes of the blockade runner zones), there are no successful blockade runners and no progress on the diplomatic front (it's early 1862). What am I doing wrong?

Did you keep the cotton (ie, NO to the event on turn 1?), and pick a European sponsor?
If you have, and there are no Union ships within two hexes of the markers, then it could just be bad luck. There's only a 15% chance per turn per location, and the earliest they can fire is September 1861 (if you're up to early 1862, that's only five turns or so), so a bit of a wait isn't unusual.
