Some blockade runner MPP's going to alternative ports

Under version 1.03, the following very nice improvement was made: Some blockade runner MPPs will now be directed to alternative ports when Confederate ports are captured or disabled via events.

Could this be further explained? For example, Charleston normally gets a base of 50 MPP's. But I have seen this go as high as 130 MPP's. This is including no foreign MPP's. My impression is that roughly half of a former Confederate port's MPP's get routed to another port. But I don't know exactly how many and what is the priority list of alternative ports.

For example, I suspect that if Galveston is shut down, half of those 20 blockade runner MPP's are rerouted first to New Orleans, second to Mobile and third to Jacksonville, fourth to Savannah and fifth to Charleston.
