Yes absolutely. There's a lot of mods (edited campaigns) here that I play multiplayer and have featured on YT.

For the PBEM server to accept it..both players have to have the same exact file and name.
The modder needs to send the file he created to the other player and have him install it first.

Then one of you set up a challenge on the server. It will show red to anyone that does not have the file (mod). The other person who has the exact copy and version of the mod will see the game in green in the server lobby. He clicks on it and off you go.
