amphibious landings

I thought once the port was down to 0, or the fort was destroyed and you had a unit in a transport, you could make a landing and take over the town or shoreline. There is no unit blocking me in the town, so what gives

Units need to be embarked in Amphibious Transports (or Long Range ones) in order to unload in enemy territory. Port strength has nothing to do with it.

Regular transports cannot disembark in enemy-controlled ports.
