1132 beta super slow scenario

Zooming in on certain scenes can clobber performance for reasons not obvious to me.

Ran into some crazy bog-downs.
They're infrequent - but their literally location bound.
so - having the camera in certain places - can absolutely slaughter performance (game is hard to interact with - since input is tied to fps - which is running 1-6fps - absolutely impossible to do anything with).

Zoom in on Nurastus 3 (see screen shot for orientation).
If you zoom in on it - it'll clobber your fps - game will become very difficult to interact with (since input is tied to rendering - which I think drops well below 1 fps).

This problem is exhibited both on DX 11 and Vulkan 2.x -- this is a geforce 2070 super, fwiw, on one of the best PCs on earth. top 10% globally, I'm reasonably sure - maybe top 5% (not video, but cpu, ram, and ssd; but video is no slouch either).

Anecotally - saw this a couple of times - might be the same location - might have been others. I just took time to capture it and report it this time. All 1132.
