1124 - defense fleet rushing off - dereliction of duty

So y'all said you wanted examples.

This one is pretty perfect.

The Ackdarians (light blue) declared war. I had a defense fleet in the area (and in general, tons of fleets around the empire). And what did my one fleet that was literally RIGHT THERE do just after they declared war?

Derp de derp dee doo! It decided the other side of the galaxy was WAY more interesting than this boring defend the realm as its standing orders require of it.

So, there it goes - rushing away.

They'd be court martialed - and in a time of war - they'd be summarily executed. Especially for Dhayut. Have their gene-lines eliminated from the gene pool, families included.

Could we please rethink this?

Suggested logic:
* If an incoming enemy fleet is detected
* Target needs to be analyzed: does it have adequate defense?
* If NOT: Reevaluate nearest fleets able to respond
* Redirect fleet(s) required that can handle the problem (as long as they're not themselves closer to another incoming threat).

During War:
* MONSTERS ARE NOT CONSIDERED REAL THREATS
* At all times, monsters should be evaluated as a threat, but way lower threat than incoming war fleets, even without knowing the firepower / strength of the incoming fleet. Simply "fleet > mob" always during war.

Is this perfect? Not likely.
Is this like 1 million times better than the current junk-logic we have? Yes. 100% yes.
