[1.1.1.1]Fleet on Retrofit Order matches speed

When a Fleet is given the Retrofit order, the ships match speed to the slowest speed.

That is not a sensible thing. The Retrofitting itself will take time (even more so then repair), so if the ships reach the place staggered that is a advantage.
