When you're offered an agreement - click on that to get to the diplo screen - and reject it -- then try to negotiate a new deal -- the game insists that this is still the same offer you were given a second ago.

You have to not only reject the deal, but also "goodbye" and close that treatise with that nation - and then open another one - and then you can negotiate a new deal.

First: this is terrible UI.
Second: we should be able to simply alter the deal / counteroffer in the first place, without first rejecting it entirely (e.g. maybe I don't want to offer mining rights, but am happy to accept the rest of the offer, which I'm sure they'll accept - but I have to go round 3 sides of the block to make this one left turn).
Third: if it isn't going to be a fluid ui, but still insists that the deal is fixed - and must be accepted or rejected as-is, then rejecting it should clear the diplo state, and allow new negotiations, without having to back out yet another pointless level.
