What’s listed in Enemy Targets doesn’t match the filter

Relatively often (ie: it’s not rare), the content of control center’s “Enemy Targets” doesn’t match the active filter. Somehow, it seems to switch to something else without my intervention.

Here’s an example. I’m at war with the Durvalla Empire. So, most of the time, I set the filter to see their fleets. So when I went to check them the last time, here’s what I saw:

This is not the Durvalla Empire fleets, despite what the filter says. Here’s the proof: if I click on the filter, here’s what I see:

Which correspond to what’s shown in the enemy targets list: the Mortalen Empire fleets (that we know of). If I then select “Durvalla Empire - Fleets”, now it gets back to showing their fleets:
